No need to dismount in most cases, unless there’s a need to take cover before engaging. Simply come to a stop, put a leg in the ground to stabilize, ready your carbine, aim, and fire.
Of course, if the enemy is great in number and you are skilled at balancing, it might be possible to fire while riding, but this would take a lot more practice.
