Good and cheap but not fast means you learn yourself to do it correctly and then you spend months working on it in the weekends
that way isn’t cheap

The usual outcome for this is actually that they accept the job and never finish it.

good and cheap can be something like they’ll pencil you in for several months from now but you get bumped if anyone else hires them
the contractors that pull this line can only do the second one but they charge you for the first one
The issue here is how you calculate labor.
The “good, fast, cheap, pick 2” model really applied better to craftsmen who were paid per unit output. So the logic makes sense “hey i can either bust my butt to make this nice quickly, but you gotta pay a premium. Or I could take my take and make sure it’s done right, but you’re gonna have to wait. Or I could work sloppy and fast and give you a mediocre item for cheap and quick.”
Contractors calculate out labor hours though and it’s not like you could negotiate a lower hourly rate with the understanding that the contractor is gonna take it a bit easier than if you paid his higher hourly rate.
Every contractor I have worked with is slow, bad and expensive
I can good fast good and cheap by doing it myself if you ignore the decades of practice it took to be able to do it quickly and value my labor as worthless
