When this first came up, I interpreted it to be opt-in since it was described as a “limited edition” that would be “available” when applying

But looking at the current passport application, I don’t see any extra options besides the usual (Passport Card, Passport Book, Both, Regular Book (Standard), Large Book (Non-Standard)). So it’s possible you’ll be rolling the dice if you apply soon.

As pointed out in the replies, if I’d read literally the next sentence after the section I quoted, I’d have seen that it’s only available at the Washington [D.C.] Passport Agency
