I played a lot of Resi Outbreak back when the servers were online on PS2 with my cousin. The final scenario about the nuking of Raccoon City was so cool (albeit kind of a slog since it was long).

Pretty much. The city was nuked to cover up for Umbrella. I don’t remember what the official line that was given to the public though, if they actually knew bio weapons took the city.
