I assume it’s because after the fall, Russia made a hard Euro/American pivot. It has basically never worked out for them and lately they’re pivoting back to regional powers that actually will work with them like China, Iran, and now clearly DPRK.
I mean before the fall. There was 43 years of time to build a single road bridge between 1948 and 1991. It seems incredibly odd that they did not given how much military cooperation and technology transfers occurred.
I guess any people or trade traveling from most of Russia/USSR would arrive via train since basically nobody lives in the far East of Russia relative to the West. I get why there wasn’t a huge need for it, but it seems like you would want to have one or two road bridge connections with your military ally.
There’s kinda just nothing over there and car/truck transportation wasn’t a thing either country prioritized until the economic situation made it unfeasible to build infrastructure in the area.

And the nearest big city, Vladivostok, has a big port, so a lot also crosses the border by boat to ports in Rason and Wonsan
