It genuinely seems like the point is to undermine their sense of solidarity or to make it not as apparent in a short clip how much the community hates this bullshit (“waving distracts the council”). I agree that they probably failed at these as well.
If the point of this no-clapping rule is to avoid disruptions, well… They caused a bigger disruption booting the guy than he did with his clapping.
