It comes from the fact that it is an excuse to spend millions of donor dollars on ad agencies and consultants (who when you look into it are usually related to high level Dems or other bureaucrats in Washington) and drive tens of millions in donations without any actual political or material gains. It is a forever promise they can make, a money hole. And every year they will get a percentage or two closer, only to fall back again the next midterm.

And they will do this forever, because who is going to stop them?
