Okay, so the players try chopping off a head, say the red one, and the whispers start to dissipate (and no heads grow back). Awesome! they think, and quickly dispatch the other two. But once all three heads are gone, five more grow back: green, blue, red, white, and different red, I guess? And the party is immediately beset by visions, which are somewhat clearer and more vivid than the last ones.
And in Europe the dragons have an SCART head.
Oh, that would actually be a fun concept. A form of psychic link, that causes vivid hallucinations of what the “speaker” is projecting.
That could be used in some fucked ways.
Depending on which head you get bit by, some are sinister, some are auspicious, but all seem to have a will other than your own.
Yeah, but a bite… being bitten causes lingering sensory toxicity. Months of whispered words and shadow people…
Also tinnitus from red and white bites, and more floaters from yellow.
Or the dragon is great writer and understands the concept of imagery.

Each one negates specific types of magic and amplifies others in the area of effect of its breath, if combined there’s a color spray type effect
