you’d think you’d have to notify passengers before making them military targets so they could maybe not opt in
Iran Air Flight 655 wasn’t carrying war materiel and the USS Vincennes shot it down with two SAMs killing 290 people. the commander of the Vincennes got an award and the US explicitly refused to apologize
EDIT: when the USA is finally on its knees begging for relief from oil shock the Iranians should demand the US president to give a speech apologizing for flight 655 before negotiations
