Wallace Breen is legit way more compelling than any villain that Orwell has made, and his speeches are infinitely more interesting than that “boot on a human face” speech that all the libs hype up as so scrary.
The speech he makes while you climb the citadel is my favourite.
Tell me, Dr. Freeman, if you can: you have destroyed so much — what is it exactly that you have created? Can you name even one thing?.. I thought not.

As if Gordon hasn’t spent the past coupla days (from his perspective) wading through the destruction that the combine has wrought on earth in order to strip it of useful materials.
What I like about Breen is that he isn’t portrayed as some super charismatic Andrew Ryan or the usual Far Cry villain. He’s intelligent, sure, but he’s also just a boring dry academic that got picked to act as Big Brother. I’m pretty sure he knows exactly how much of a powerless middle manager he really is and all his ramblings about immortality, evolution, space and the awesome science humanity will get to do is largely just cope on his part. He’s also the only reason humans didn’t get immediately exterminated and knows how easily the Combine could wipe them out if they felt keeping them around wasn’t worth it anymore.

Don’t forget that from his perspective, a couple of days ago he was just destroying someone’s microwave casserole in his workplace.

If you like the writing in Half Life I really recommend reading The 37th Mandala by Marc Laidlaw. The writer for much of Half Life’s golden era is an actual author and so much of the body horror/sci fi dread that Half Life 2 captures so well is almost straight out of The 37th Mandala.

No doubt the circumstances around it suck and everyone is missing the point
