It’s pretty wiggly. Actual Mormon hell is called Outer Darkness, and reserved for Satan and anyone who was baptized but leaves the church at some point.

If I’m remembering right, you get different interpretations of what 3rd rate heaven is supposed to be like from different people. It’s pretty wiggly.
