    It sorta did - e.g. the early days of YouTube videos. However, stuff has to be hosted somewhere, and be discoverable somewhere, thus necessitating the style of pirating even if the goods are not themselves illegal. Regardless, companies do not want competitors so they will take steps to shut those down, and if they cannot cite a law justifying it, then they will make one up. This is always the dance, from the beginning of time, long before software or even humans existed.
