Situation is unfolding but the cops are in full damage control mode. Local organizations are rallying. Picture is frames before the crime. You can see the perpetrator pointing their gun at the victim who is restrained and on the ground.

Yeah, I grew up in Milwaukee and the couple of times I went to Madison were eerie
Big college city, always seemed a little too good to be true
It really wants to be some European city like Amsterdam but its still the US. Something about the university being founded by 1848ers.
The cops here seem to be better trained on damage control than deescalation.
Certainly seems to be the case everywhere unfortunately
