He didn’t ask for a dozen nukes on the strait. He asked for the nukes to blow at the neighboring countries, over land.

Which is exactly why any country which relies-on political will to prevent such people from being elected, is simply postponing their being elected.

It is a systems question, not a political one: filtering-out such is required, fundamentally.
