Upcoming Windows 11 builds won't have the ability to to install without internet connectivity and a Microsoft Account.

In the pro version of Win 11 when it asks you to sign in, it’s still possible to select:
Then it lets you to add a local account. Knowing MS, they probably will prevent this too soon.
If they get rid of domain join there will be an uproar. I also think government orgs will still be using domains for a while.
But will Microsoft listen to foreign governments?
It’s not clear if the US will have government agencies for much longer.
