You know you messed up when a photographer can take what seems to be a long(ish) exposure shot of a highway.
Honestly I find myself trying to figure out how the photographer achieved this effect, rather than focusing on how much space cars take up in the shot. (tint the non-red highlights to blue, then oversaturate the highlights maybe? But how did they get the colors on the street lights?)
But needless to say that city would be better without a freeway cutting through it

It’s Shanghai, Yan’an Road West. You can see the front of Jing’an Temple and the adjacent mall in the distance. There’s definitely some editing weirdness going on on the road in the foreground though.

Yeah you’re probably right, it may not be AI, but it’s definitely edited/manipulated. Some of the windows are repeated several times.
That’s called a lens filter (or photoshop).
Please stop calling that something is AI generated, you obviously don’t know how to tell if it is.
