    This seems like they actually have some worse surveillance system they are hiding and are using flock kind of as a parallel construction tool. Which isn’t what I get from the author and seems more important to me.

        I read an article where they were doing trials for reaper style drones that just circled big cities like LA and NYC. Whenever there was a crime, they’d rewind the footage and try to find where they came from. As in, they’d follow the suspects from the scene to whatever place the vehicle came from.
