On Wednesday Public universities in Argentina resumed their strike, this time for 24 hours, to protest the repeated failures of Javier Milei’s government to implement the University Funding Law and part of the agreement reached with the Executive branch last June.

The nationwide strike was called by the Federation of University Teachers (FEDUN), demanding the effective implementation of the University Funding Law, which remains in effect but which the government refuses to apply, according to a statement from the organization.
Legislative and Judicial Context
The University Funding Law, approved in 2025 by Congress, mandates increased funding for the sector. President Milei vetoed the law, but the legislature overturned the veto and ratified it. Given the Executive branch’s refusal to implement it, the National Interuniversity Council (CIN), which represents university rectors, took legal action.
In December, a lower court judge ordered the government to comply with the law; in March, an appeals court upheld the ruling. The Executive Branch filed an appeal with the Supreme Court, which has yet to issue a decision.
Following the June 10 agreement, the government increased teachers’ salaries by 21.33%; however, it is failing to comply with the court order that mandated an additional 29.5% increase, FEDUN Secretary General Daniel Ricci told news agencies.

Furthermore, the Executive Branch has not implemented the 20% increase for operating expenses nor the additional 50 billion pesos (US$34 million), earmarked for university hospitals, as stipulated in the same June agreement.
In this context, the Ministry of Human Capital, which oversees the Undersecretariat of University Policies, labeled the strike illegitimate and maintained that the government continues to fulfill its obligations. However, Ricci clarified to EFE that the transferred funds correspond to those allocated in the budget law and do not include the agreed-upon 20% increase.
The teachers’ federation stated that the Milei government is attacking the university because it is attacking everything it represents: social mobility, critical thinking, sovereignty, national development, and the future. The response of university professors will be one of unity, organization, and struggle.
