But you aren’t allowed to kill animals however you like, there are a lot of laws that regulate how you’re allowed to kill them. (Though, enforcement is often lacking.)

That’s correct, I don’t think someone two years away from driving a car should be given a free pass to torture animals.
That depends on jurisdiction. In Germany 14 is the age of consent as well as criminal liability.
Sure maybe some parent punishment, but you obviously have no idea how any criminal record, ESPECIALLY at that age affects their life FOREVER, do you?
