    “… is expected to rise …”

    To me as a non-native speaker “is seen to rise” is quite confusing. Because nothing has been seen yet. But ok.

      As a native speaker, I’m not sure it’s even valid grammar.

      Edit: Er, I meant the"seen up" phrasing in the title. and I agree it’s very confusing phrasing, even for a headline.
