    the best cover up would be to use russian nukes vs russia. imagine the confusion. they are probably easy to bribe and probably also lost a bunch already (as did multiple nations)

      Would be hard as those lost and not recovered are usually somewhere in the middle of nowhere/the ocean/in an ice sheet. Also setting them off would be basically impossible without the codes and since they aren’t maintained they are probably useless as nuke by now, at best a dirty bomb, but that would be too much.
