You can’t legally just take land and say “yeah, the land is ours, but the people living on it aren’t.”
There is no occupation, only conquered territory. The lands were lost when the Arabs invaded Israel and lost. Israel should incorporate non-citizen Arabs into Israel and I believe it will eventually happen.
