If I know my enemy’s entire geopolitical strategy is building cooperative soft power tied to their manufacturing sector, I cleverly give them a bunch of countries that would benefit from that. The oldest trick in swordfighting is to hand your opponent your sword and stab yourself with it until their arm gets tired.
